Can't enable conversations

I'd like to enable 'conversations' (private messaging) but I don't see any mention of it anywhere in the dashboard.
Under Add ons -> Applications the list is empty - nothing is enabled or disabled.
The only mention of conversations in config.php is:
// Conversations $Configuration['Conversations']['Version'] = '3.0';
The two top-level directories inside applications/ are:
dashboard/ vanilla/
Am I missing something?
