Creating Theme Using OSS

Hello all,

I am trying to create a custom theme in open source Vanilla. I've created a copy of the foundation theme and added it vanillas themes folder. I still only see the default themes in settings. I've tried editing the key and name. I've tried restarting the server, which is run on ubuntu/apache.

Is this feature for paid clients exclusively?


Any advice is appreciated.
