Disable image and file uploads

in Vanilla 3.x Help

I'm new to Vanilla and can't seem to find anywhere to disable image and file uploads. I only want users to be able to link images and files, not upload them.

    You can change the role permissions.

    yourdomain/dashboard/role

    disabled the "uploads"
