How to create new page without plugin?

Hello,


I would like to create a term and conditions, privacy policy page at the bottom of my forum. Could someone please tell me how to create a new page(without plugin) and then add the links in the fotter of the site?


Also the current terms upon signup are wrong for my country, where can I change them please?
