Enabling locale manually

I'm having the same issue as the user in this unacknowledged GitHub bug report (https://github.com/vanilla/vanilla/issues/11164) from months ago so I am unable to change the locale because the functionality doesn't work, and I was wondering how to change it manually in the configuration file?
