how to sticky a topic?

Sorry if this is a very dumb question but I have spent a good 15-20 minutes trying to find out how to sticky a topic. I can't find the option anywhere. I tried to look for one when I was posting, editing the first post, and just when viewing the topic in the discussions tab.

    It should be on the left panel, where you see 'Bookmark this discussion' on this page.

    Also be sure that the account role that you are using has permission to make stickies.

    oh haha wow I feel dumb, I checked the side panel too and I guess I overlooked that part. >< thanks :)
