What differs themes from styles?

Hello. when I look in Vanilla Add-ons it says both "themes" where all Vanilla default themes are and "styles" there all user created styles are. What is the difference between these two? My second question is how to make a menu navigation system as in Lussumo.com?

Theme is for specifying the markup ([x]html).
Style is for changing the..., style (CSS)
