Quick CSS gig anyone?

Hi, I've been messing about with css (good job it's not a nuclear weapon!) to get the basic vanilla.css file to emulate my screen shot but can't seem to grasp it. It's the header I'm looking to style: I'm willing to pay some helpful soul to get it looking how I want.
