Basic translation is easy, following the wiki directives.
Set-up your forum and base in utf-8, there are several threads about this.

The rtl stuff is more tricky.
Beside making a mixed rtl/ltr theme, you might consider an alternative: enclose every translated string in a span with rtl style. The translation files will be less easy to read, but this is an almost straightforward process.
