Extensions issue 'failed to modify'

i have seen a few issues about this, have set permissions to 777 on extension.php and extensions.php and nothing. Is there a proper fix/reason for this, I love Vanilla but this is really limiting the abilities open to me, I am going to have to use that phpbb thing. Which I really dont want to do. Can anyone help?

    I have this problem on one of my two servers. Both are set up the same way.

    However the extensions do still activate/deactivate despite the message.
