need help with my own langauge add-on.. plz help

I am not good in PHP, but I definitely know Russian well, because it is my mother tongue. And so I have created this single add-on for Vanilla, to contribute at least something to the community and Mark as the author. However, I came accross a problem with this Russian add-on of mine: the entire Vanilla is in question marks when I switch to Russian! The first time when I had the same problem, Uzi (author of another Russian pack) advised me to insert the following statement in the
settings.php
file in /conf
folder:$Configuration['CHARSET'] = 'Windows-1251';
And it did help that time, but not this time, unfortunately.
Please help me out. What should I do to launch my own add-on? I can provide any course code or anything. Please help.

Unicode (utf-8) is the only charset allowing to display a page with mixed languages/charsets, i.e français/руÑcкий (note the cedilla in French). All other stick to basic latin (English) + one family of languages (i.e. slavic).
Note: the руÑcкий word does not display correctly on this forum because the CSS use Trebuchet font which is not as complete as needed, at least on a Mac. Switching to a full fledged font is also a requirement for some charsets.
p.s. i always thought that this is Verdana font
