Creating a Settings Page

I'd like to create an admin page for my extension, but I'm not sure where to start or how it works...I've looked at how other extensions use it but there are still a few pieces missing. If anyone could give a tiny explanation, that'd be good. :) What I'd like to do is create things in the admin page (adding stuff to the database). Thanks!
