Caracter encoding problem

I upgrade my Vanilla from older version and dont have any problem but some people who sent mail me they have problem about caracter encoding.
I dont know if it is about Turkish language. But I dont think so.

    They may have IE and the option "automatic" set for view -> character encoding. IE must be manually set to UTF8 instead of automatic, since it is not able to make the right choice (IE is not a good choice anyway... :-) )
