Why do my posts have html code showing?

http://www.singaporeanimenews.net/Popculture/Vanilla/comments.php?DiscussionID=2&page=1#Item_0 Here's a sample thread from my vanilla bbs. Does anyone know why there is HTML code showing? I'm using FCKeditor and did have some html tags in the posts, but shouldn't they be interpreted rather than displayed outright?

    open up default.php
    around line 103 there is an else statement
    delete the first two line and leave the third line
