Theme idea

I've started developing a theme (actually converting a WP theme) and am using some js to create a shelf in which to put stuff. Right now I am putting the Panel there. But then I realized that not everything should be hidden on every page. So, my question is "are there certain Panel items that should always be displayed? If so, on what pages?

    Some things like options and discussion filters should always be visible or easy to find. The categories drop down is optional as not everyone uses it but some might enough to a point where having it available would be good too. That's simply a few of the options I regularly use where hiding them into a collapsible sidebar or shelf would be annoying.
