CHANGELOG and why is it missing

Being a developer I'm surprised the add-ons (in general) do not contain any sort of revision history. This should be a requirement. Changelogs are very handy when determining if you should upgrade, if the update fixes a particular problem, etc. I'm just curious why this never was a requirement and why vanilla developers don't use it? Maybe I'm just finiky :)

    Ain't missing, merely a tad elusive.

    edit: Oh, sorry... I thought you said Vanilla. Agreed, add-ons could use it, but it would only work if the developers even filled it out.
