Restoring the Page Bottom link

We must've deleted the Bottom of Page and Top of Page anchor links way back when, while customizing our theme. I'd like to add them back, but can't find which file or location to add them.

Also, what would the proper anchor link and css class be for it? In case it matters, we're using a highly modified version of the Green Theme.
