403 forbidden when clicking login PLZ help!

Hi. I have everything up and running except that when someone clicks login (upper right corner) it gives me a forbidden 403 error. If I go directly to the people.php (www.name/hp_vanilla/people.php) I can log in without any problems BUT users cannot just log in. Any help you can provide will be great. Thank you so much!

Thank you for any help!!! error: Error 403: Forbidden You don't have permissions to access this page. This usually means one of the following: this file and directory permissions make them unavailable from the Internet. .htaccess contains instructions that prevent public access to this file or directory. Please check file and directory permissions and .htaccess configuration if you are able to do this. Otherwise, request your webmaster to grant you access. I am the webmaster, tho I'm no professional :)
