how to add a header above the header like ur site

i was wondering how to add a header above the header like urs where it says swell blog, documentation community i wanted to be able to add links like that to my site

    If you choose to create an extension for that, create a Banner folder inside your extensions folder. Copy paste the code found in Dino's link in a file named default.php, that you'll save in your brand new Banner folder.
    Then activate this new extension (settings > extensions).
