Is it possible to use Vanilla as a ticket issuing system (or a bug reporting system)?

Some things that would make this possible, in my mind:
  • Make it so ALL new threads are "whispered" to "admin?" (I want it to be impossible to start a public discussion.)
  • Make it so ALL new threads have a certain custom label (such as "open".)
  • Make it so the users have the ability to "close" their own tickets (or at least change the label from "open" to "complete").
This way, the clients wouldn't be able to see each other's tickets. My admin team could have a discussion with the client about the ticket. When the ticket is complete, either the admin team or the client can "close" (or relabel) the ticket.

Does anyone know of any fancy hacks/extensions I can install to make this a reality?
