how can i limit "globally" the topic tile to a specific length?

The comments body can be adjusted in the application settings.

I increase length of topic title up to 200 like in instruction, all worked, but when length of topic more than 100 -then message cant saved in draft, and when he wants to make autosave in draft - appears warning message "too long post", how to fix?
