Why Edit called New Discussion?

Why, when editing an existing comment, does the window title say "New Discussion"?

It's confusing one of my little members!

    Now what to do about all those translations that won't have this new definition in them ...

    you could write a new little code that says if the *edit discussion* translation is unavailable, use *new discussion* translation.
