Turn New Comment highlighting off for guests

I think it would be good if guests didn't see new comment highlights upon their first visit (so all threads appeared as no new comments), and maybe upon coming back in a few days or so they would see those threads that have been posted in as highlighted. Can this be done via a special cookie or something? Cheers!
