how to move elements from sidebar panel to the head of the thread

Hi guys, i'm working on a theme for vanilla and i would like to know how to move the elements in the screenshot to the head of the thread.

i have tryed to do that myself, but didn't get a way to do that without hacking the core of vanilla. if anyone has a way to do that would be nice
