Disable email notification on role change

Hey, is it possible to stop vanilla sending emails when a users role is changed? Thank you.

    Ok, I did it with editing library/People/People.Class.UserManager.php. You have to comment out line 141-169. I would like to have a better solution but I hav none. greetz
