termsofservice popup-window is empty

Hi, I installed Vanilla (Latest version: 1.1.5a; Released: Sep 24, 2008) with the the german formal language pack (- the language ist shown korrekt). On the register-page, after klicking on termsofservice ('Nutzungsbedingungen' in german language) a popup-window is shown, but it's empty. No text and no code inside. I have tested the hints here --> http://lussumo.com/community/discussion/3914/error-in-termsofservicephp/#Item_0 . But nothing different happens.
