Help with setting up Preset Avatars

Hello, I am new to this forum, and not very good with computers! I am trying to set up the Preset Avatars in my forum. I have downloaded and unzipped it, but am now stuck. I can't see "manage extensions" form on the settings tab? Please can someone help me? Many thanks Judy
