No login request and missing tab in new install

I just installed Vanilla 1.1.5a http://www.floridaame.org/vanilla/
I does not ask me to log in when I go to the page and the tabs on top of the message area don’t have a settings tab.
Did I miss a step?
How can I get it going?

    Yesterday when coming to this forum I realized I was logging in to Vanilla. I went to my site and everything worked as expected.
