application page "why do you want to..."

I think this might be a dumb question but my application page does not by default, show the box asking why they would like to join the forum. I'd like to require users to fill it out. Have i just totally overlooked a very obvious "on" switch somewhere?

Lussumo Community uses the "Applicant Discovery" extension for that.
