Rules and Regulations

How do I add a rules and regulations and disclaimer to the registration process? I want them to have to click a button that says they read it before being able to register, and I want to be able to provide a link to it on y site somewhere so that anyone can review it at any time.... Ideally, it would be linked to a global css file that I have to control the look of the entire site (vanilla runs in a frame in one area of the site)

    There's no way to make do this.... How do you guys protect yourselves?

    Or is it already there and I'm just missing it?

    It is a definition. Add to conf/language.php:
