How do I make a discussion sticky?

Searched "sticky" in documentation, a couple of hits, like Hide, Close, Sticky, Sink: What are they? but no explanation about how to actually do it. Can someone help? Thanks.

    Your role has to have the proper permissions, and you have to be viewing the discussion you want to be made sticky. The options will show up on the left side of the discussion under "Options"

    I don't have a 'sticky' option. In role setting I have only: Add, Announce, Close, Delete, Edit, Sink, View

    Do I have to install a plugin for a sticky, or? Thanks

    Announce is what you are looking for.
