Nuggets extension does not display yellow banners and does not function

and it does not allow creation of nuggets. All it shows are text on nugget mgmt page. Once before, when nuggets were installed on another site, the yellow backed banners appeared and nuggets worked fine. So if no yellow banners, no workee! Very mystifying....

I have made extensions and all in extensions (only Nuggets is there) writable and still no luck
