Application settings goes off site

I can't get into Application Settings.
It tries to take me to http://1stangel.co.uk/forum/settings.php?PostBackAction=Globals but ends up on my blog http://1stangel.co.uk/art
I can use the other links, like extensions etc
The account pictures I set for 100 x 100 but it sets them at about 60x60
