Membership Applicants does not work.

When I go to approve a Applicant I get this error--

A fatal, non-recoverable error has occurred
Technical information (for support personel):
Error Message
The "UserRoleHistory" class referenced by "UserRoleHistory" does not appear to exist.
Affected Elements
ObjectFactory.NewObject();

Can anybody help me with this?

Is this a new installation? If so, I'd check to make sure that all of the files were uploaded to your server properly.

Yes it is a new install. I checked and all the files are loaded.
