Making a page accessable only to users with permission

Im not sure if there is an addon for something like this, a link would be very helpful if there is.
If not, help on how to achieve this would be fantastic.

Basically, i want signed in users with permission to be able to access a static page on my webserver.
I want to have a page with a java irc aplet, and another with ruTorrent webui: http://code.google.com/p/rutorrent/
Normally ruTorrent is available to anybody with the link to it, i want to be able to give authenticated users permission to use it.
And unauthenticated users be turned away to a sign in page.
Guidance will be very much apreciated.

    Seems when garden is released it will make it very easy to do what i want to do.
  • Garden looks FANTANSTIC, it seems to be exactly what i want.
    Brilliant work so far, the improvments in vanilla 2 are great too.
