Change DataBase Settings!

I changed host and so my database settings have changed and I cant get to the settings page when I got to my forum, how can I change teh steting, which file is it all stored in?

Where can I get an already written database from (to model my own)? I cannot access mine because of some restrictions (only from within host cpanel), so "localhost" will not work.

Any suggestions?
