Is there any default option or working plugin that will allow users to report posts that are violating the rules. Thank you for your time.

    Yep. It is in the core. Its called "Flagging".

    When something is flagged, how can a moderator or admin see that it is? Is there any queue or list that I'm not seeing?

    From the Dashboard, there is a "Flagged Content" option under the "Forum Settings" panel.

    This is Vanilla v2.0.6.

    When I click to go to the setting a page with no CSS is loading:

    Also, I am not seeing an option to flag topics in the forum...

    If you have the Minify plugin enabled, try disabling it.
