email not sent when new user applies for an account
Since recaptcha isn't working for me, I tried the "Approval" method of registration. No email is sent when a new user applies; is this expected behavior? (2.0.17.9)

I understand that no notification is intended behavior. I'd classify this as a bug that should be fixed.
