How can a toolbar with formatting icons be displayed above the post editing area?

@Todd: I've already asked this question for the NBBC addon, but suppose a forum admin wants to use HTML or Markdown.
Is there a way to display a formatting toolbar icon above the post editing area, as every other forum software does? This would make formatting easier (in particularly for HTML links), and would save users from learning the markup language (which, by the way, isn't indicated anywhere, at least with the default theme).
