Apparently it is whispering or pm'ing inside a discussion. thats what Underdog related to me.
But there alot of people who are not whispering. If you look at the activity log you can read their messages e.g. They may be whispering but that are confused and whispering and this feature is not ready for prime time. If it's a pm it shouldn't be visible to other users,
