how can i create different pages for asking question and starting a discussion just like this forum?

For that you'll need to upgrade to Vanilla 2.1 instead of 2.0. Be aware, it's still in alpha with a beta release on its way so it's far from stable (meaning that the code keeps changing).

I have installed that, but I didn't get something similar to what we have on this forum. it only gave me a link to start a new discussion which has two options there to choose whether to post a question or discussion.
p.s: I use Bootstap as my theme
are there different pages on this forum ? I thought it was just how you described
