can't enable OpenID or Google or Vanilla Statistics

It seems like most other addons work just fine but when I click either of these to enable them I get the animation indicating something is happening, the page refreshes, and then it goes back to the plugin page and it is still disabled. I have tried logging in with another browser and then making sure to enable OpenID first, since I read that made a difference due to Google's dependency on OpenID. But it didn't fix the issue. I still can't enable any of them. Any ideas? I am running the latest stable release, 2.0.18.8 and I am running php5.

Just realized that I can't enable Peregrine Reactions either. Blerg.
nevermind, i am seeing where the errors occur now. Sorry, new to vanilla.
So, Peregrine says "PeregrineReactions is missing the following requirement(s): Vanilla 2.1a."
that seems straighforward
the others generate this error:
"This plugin requires the allow_url_fopen php.ini setting."
I will try to find that and deal with it.
Sorry for posting something that should have been obvious.
fopen is php setting that you can ask your hosting provider to add.
