i can't solve comment auto refresh issue in vanilla 2.1.3 please tell me how can i fix it in step by step. i write a comment but new comments are no posting. i manualy do it. please help me to solve this.

Auto refresh has been taken out of vanilla in 2.1.
It's also not something I would recommend using.
Think about what will happen if you have 10 users, each with 5 open tabs that refresh themselves every 5 seconds.
That's 10 requests every second - with only 10 users.
You could try @R_J's DiscussionRefresh plugin:

It refreshes the discussion when a preview is shown or a comment is posted.
