Change User Avatar gets Page Not Found error

in Vanilla 2.0 - 2.8

Users cant change their avatar. They get a popup with PAGE NOT FOUND.

However, the Administrator CAN change it for them. Only works for Administrator account so I know its not the typical folder permission issue.

Any ideas?

Is there a permission I need to set for the member role or something?

    Make sure Profiles -> Edit is checked for whatever role they have in the Garden permissions.

    That was my suspicion, but was worried that would give them the ability to edit ANY profile. I dont have a good understanding of vanilla roles.

    If you're not sure, try building a test account with just the Member role you can use to login and try out permissions, play around with.
