I have 2.3 and i used it a few months ago but I lost the vendor file my hd crashed would anyone be willing to upload the core 2.3 vendor folder please I got the rest from git not sure how to use composer

why are you using github? if you downloaded from master that is not a stable version.
Please use the normal upgrade procedure.
