Enable 'approval required' for comments at category or thread level.

I'm looking for a plugin that will allow administrators to enable approval for comments on a category or thread level. I'm aware that you can do it globally, but unfortunately that doesn't meet our requirements.
So far I haven't been able to find anything online. Does anyone better versed in the plugin ecosystem have an idea of anything that would allow us to accomplish this?

I don't know of any plugin which enhances the permission system in that way, but there was a similar requirement some time ago. I'm not sure how this ended up, though...

This is the code that I have from that discussion, but I do not know if it is working or not. You would be able to take that as a start nevertheless.
