It looks like locking it is the best you can do without going to github staff, which I would imagine should only be necessary for something really terrible.
So I've locked it and changed the title.
I've reported that user as being a spammed. Let's see how they will deal with it
are the docs not covered by the developer agreement?
Any public content is vulnerable to spam, and spammers will try anything. They work on volume.
