How to make my announced discussion stick to the top of the list

Version 3.3 I want a discussion to stick to the top of the list of discussions. I have made it an announcement, but find that it still drops down the list when new discussions are added. I have installed and used the Bump plugin, which pushes it to the top, but again it does not stick.
I guess I have missed some instruction somewhere. What makes a discussion sticky?

There should be Announce options on the bottom of the editor. You can announce In Category, which means it'll stay on top of the specific category but sink in Discussions and In Category and recent discussions which will make it stay on top everywhere.
