How to install and enable new locale?

I have surfed through documentation, but no help. I have downloaded vf_fi locale (Finnish) from GitHub. The I put it to locales folder in my self hosted Vanilla forum installation. But I cannot find where I can enable that locale to use in Dashboard. What I am doing wrong?

Language settings page only shows English...
