"You are reviewing the (Theme name) theme." Bug

When I change to any theme, I get this messege, but I can't close or agree it.
If I click "Cancel (Отмена)" nothing happen, but if click "Toggle (Включить)" - get "Request failed with status code 403"
(I have Toggle button, but this theme hide it via white text color).
Only I it, as site creator, but it anoying.
How to fix it?
